Rhys was educated at Ysgol Gyfun Bro Myrddin in Carmarthen and gained U-18 and U-19 caps in 2005 and 2006. He played for Llandeilo and Carmarthen Athletic before his Scarlets debut in 2005. He studied at Swansea University and was capped by Wales Under-20s in 2007, scoring all the points from 7 penalties in a 21-21 draw with England. After playing 150 games and scoring 1,064 pts for the Scarlets and 32 games and 175 pts for Llanelli RFC, he joined Bath in 2015-16. He toured with Wales to Australia (2012), but missed the tour of South Africa (2014) through injury, then toured NZ (2016). In June 2021 he returned to Wales to play for the Cardiff Rugby region. He won 34 caps with the Scarlets and 16 with Bath, then 6 caps from Cardiff Rugby. In 28 starts and 28 as a replacement for Wales, he scored 116 pts from a try, 30 cons and 17 penalties. His contract with Cardiff Rugby ended in May 2023.
